What they are

The International Council for Harmonisation (ICH) writes guidelines that FDA, EMA, PMDA, and other members adopt into their own systems. The five quality guidelines in this row form the backbone of modern pharmaceutical quality:

GuidelineTopic
Q7GMP for active pharmaceutical ingredients
Q8(R2)Pharmaceutical development, quality by design
Q9(R1)Quality risk management
Q10Pharmaceutical quality system
Q12Lifecycle management and post-approval changes

Recent and upcoming changes. Q9 was revised as Q9(R1), adopted at Step 4 on 18 January 2023, adding clarity on subjectivity, formality, and risk-based decision making. The consolidated stability guideline Q1 reached Step 2 in April 2025, and ICH’s March 2026 work plan targets Step 4 in November 2026, which would replace the Q1A to Q1F series. In the EU, Chapter 1 of the GMP guide is being aligned with Q9(R1), with a Q4 2026 target.

ICH guidelines move through steps: Step 2 is a draft for consultation, Step 4 is adoption by ICH, and Step 5 is implementation by each regulator, sometimes at different times.

Where to find it

  • ICH website, quality guidelines section, with each guideline’s Step 4 PDF and work plans.
  • Regional versions: FDA guidance, EMA scientific guidelines, and PMDA notifications that implement each ICH text.

Reuse terms

The copyright notice on ICH guideline PDFs (for example, Q9(R1)) is generous but conditional:

  • The document may be used, reproduced, incorporated into other works, adapted, modified, translated, or distributed under a public license, except the ICH logo.
  • ICH’s copyright must be acknowledged at all times.
  • Changes must be clearly labeled, and adaptations must not suggest ICH endorsement.
  • Third-party content in a guideline is not covered.
  • The document is provided “as is.”

We rate this row “check required” because the website’s own legal page did not render for review and because the notice should be confirmed on each PDF used. We confirmed the notice on Q9(R1).

Using ICH guidelines in AI and RAG

  1. Use the ICH Step 4 PDF as the master, and record the step and date.
  2. Keep the copyright line in metadata and in exported outputs.
  3. Mark summaries and chunks as “adapted from” when your tool changes the wording.
  4. Link each ICH text to regional implementations and note any differences in timing.
  5. Store drafts (Step 2) separately, for example Q1 until Step 4 is confirmed.
  6. Check each PDF’s notice for third-party content.

Common mistakes

  • Citing Q9 (2005) instead of Q9(R1).
  • Treating Step 4 adoption as the date the rule applies in every region.
  • Removing the ICH copyright notice when chunking.
  • Indexing the Q1 draft as current.

Checklist

  • Step 4 PDFs downloaded with dates
  • Copyright acknowledgement in metadata and outputs
  • Adapted text labeled
  • Regional implementations linked
  • Drafts separated
  • Third-party content checked

How AskDona helps

AskDona compares your PQS manual, risk assessments, and change control procedures with Q9(R1), Q10, and Q12, and shows the ICH paragraph and version behind each finding, with the ICH copyright line kept intact.

Editor’s note. This article is general information, not legal advice. The “check required” rating comes from our source list and is a first-pass judgment, not a legal opinion.

FAQ

Can I reuse ICH guidelines in a commercial AI tool? The ICH notice allows use, reproduction, and adaptation with copyright acknowledged and changes labeled. The logo and third-party content are excluded. Confirm on each PDF.

What changed in Q9(R1)? It clarified risk management topics such as subjectivity and formality. It reached Step 4 on 18 January 2023.

When will the new Q1 be final? ICH’s work plan targets Step 4 in November 2026.

Is an ICH guideline binding? Only as implemented by each regulator, usually as guidance.
